Firstly, you need to setup your hotspot on your mobile, since Android has many layouts that are device manufacturer specific, the general consensus for most devices would be to do the following:

Navigate to Settings > Wireless & networks >Tethering & portable hotspot > Portable Wi-Fi hotspot. Choose Configure Wi-Fi hotspot to set a name, security setting, and password for your hotspot, then tap Save.

On iOS, the process is as follows:

On the device you want to connect to, go to Settings > Mobile Data > Personal Hotspot or Settings > Personal Hotspot and make sure it's turned on. Then verify the Wi-Fi password and name of the phone. Stay on this screen until you've connected your other device to the Wi-Fi network.

<Please ensure that both Allow Others to Join and Maximise Compatibility are both enabled>

When you have setup and enabled your mobile hotspot, please proceed to connect to it as you would any other Wi-Fi network as outlined in this guide here.
